Max levels only affects the wild dinos max levels, its not a hard cap on everything. Also after taming you can add 71 levels to a dino. So make clear what you want. Ark server manager is awesome and easy if you're running your own server on windows. XPMultiplier does effect dinos. If you want to change just dinos you need to use the more complicated LevelExperienceRampOverrides. Check the server config wiki page for more info. Search wiki for 'server configuration'. Like how you can put player xp at x5 etc.

An easy way of testing your levels is to just push your XP gain to 100x and the resource gathering to 50x, make a new spawn run and pick up/drop rocks and power level to see if it's going to the levels you added with the right xp requirements met.
