ST traits and perks is one other mod i know of that adds perks but that mod in itself is buggy and kinda broken. Are there any perk mods that work well with TTW right out of the box? More perks conflicts with and breaks Fallout 3 perks and has various issues on it's own that were never fixed. It's not recommended.
