Under "Steam Controller" select "Controller Options" and then uncheck "Use Steam Configuration for Non-Steam Controllers".

Man this issue drove me up the fucking wall. Its caused by anytime your audio driver disconnects, whether it be a short in the wiring or manual disconnection. You must restart the client to get the sound back.
