Dinos levels are 1-30 then multiplied by the difficulty setting (default 5) and then multiplied by the difficulty offset (this goes 0 to 1 but most servers have this set to 1) So by default dinos levels go, 5,10,15,20 etc to 150. But if you have a difficulty setting 20 they would go. 20, 40,60 etc all the way to 600.

Just get 2 decent level dinos tamed. Level them up at least 50 levels. Max 1 stat on each. Like all in attack the other max weight. Or what ever you wan. I figured out how to control dino max level. In your server's launch .bat file, add an argument that says DifficultyOffset=5.0 for max level of 150 for wild dinos. Example below for a .bat file to launch server with wild dino max lvl of 150. Note you will need to restart server AND use command to destroywilddinos once for this to be implemented ...

The point of the original post was to discuss removing the cap as it serves no purpose now other than limiting how far a dino can be bred.
What Vilu said is correct, adding that line to the [ServerSettings] section of the GameUserSettings file will make dinos spawn up to 150. Just make sure to edit while the game is not running, and do a wild dino wipe when you enter your world to clear out the old spawns and force new ones to appear. #8.
