Legendary drop rate is around 25% on a platinum ranking. Nothing is working against you but RNG. There is no cooldown. Dude had a 30 run stretch without an exotic drop. I don't agree with a lot of complaints on this sub, but exotics should always drop with a workable stat roll. Whether that be just high in 2 stats or even distribution, it should never be sub 60 totals. I've probably gotten a 100 junk exotics over the years and it kinda burns me a bit when I get junk like that.
