Take the user_empire_designs.txt file and the save games folder and move them somewhere safe like your desktop. Then try launching the game again.

Go to your Documents\Paradox Interactive\Stellaris\logs folder and open up game.log. Scroll to the bottom. You should see whatever event caused the crash. (Actually, the whole log may just be a spam of identical entries except for the attempt number.) After you deactivated all your mods, switch *a single* mod on and try again. If that works, add mod per mod until you found the mod causing the issue. AFAIK PDX has altered a lot of stuff in 3.0 concerning modding and it may well be that old commands in certain mods will cause the game to fail at startup.
