The distance between Ember and units that should be affected by Fire Blast has 0 influence on this bug. You could cast it right in front of an enemy and somehow "miss". The way enemy units are positioned also doesn't change anything, as sometimes Fire Blast will hit most of the enemies in the back while "missing" enemies directly in front of you.
