I was able to get to Mtntop of Giants in under 2 hours from start, and most of that was trying to find a good spot for the horse glitch in Altus. Some things that helped me - don't bother trying to flying-horse-glitch all the way up to Altus, just run and get the medallion pieces and use the lift.

To get to the mountaintops you have to beat Morgot, which will also require you to beat the draconic tree sentinel outside of the capital, and Gold Shade Godfrey to get to Morgot. After that you will be able to access the mountaintop. There's no other way than just beating Morgott unless you want to glitch your game.You have to kill Morgott, rest at the fire, and then Melina will give you a medallion that you can use at the lift. The lift is located on the opposite end of the street from the gates with the big statues beside them. You can open the doors and then run forward a bit and eventually you'll get to another lift.
