If you see a scav with a gun on his back, they're 100% player. Player scavs have an empty "pouch" slot. While they're still alive, by the way they move. When they're dead, if they have a pouch slot at the bottom of their inventory they were a player scav. Player Scavs have an empty pouch slot when looting them.
