The screw is below the one that is the handle. The one with the handle is for idle adjustment. No you can do this with the prop on. You won't have to go up to full throttle about 2500-3000 rpms. Look at the second pic in the link I posted B & C are thre timing advance screw. It is a long screw with a rubber cap, starboard side, behind the top end of the vertical throttle lever. Spec is 28 degrees at full advance @ 4500 RPM in gear, on the boat on the lake.
