I did it mainly with countdown (challenging) targeted loot backpack. You will see a lot of acostas bullsh*t backpacks. Every 2 matches you have enough countdown points to buy a exotic cache. If your 6 gear pieces including the memento give you +1 skill tier each you'll be at skill tier 6, not overcharge. To get into overcharge, you then need an extra +1, eg from either a talent on a gun or gear being triggered for a temporary boost or you could run the Technician specialisation which will also give you a permanent +1 skill tier.

The Hunters build ideally requires two exotics, the memento backpack and the scorpio shotgun. Until you get those, you can run any backpack with the talent adrenaline rush and any smg or shotgun combination as a weapon. The build is 4pc HF (mask, holster, gloves and knees) withe 2 of them having crit chance and 2 having crit damage.
Its the perfect backpack for every dps solo builds imo. In a group setting it can work but it will take you a bit longer to get the buff up (depending on if you are the one killing them) so thats why people usually recommend using a vigilance backpack instead.
