The worlds marked here as congested wont be opening up to character creation or transfer until the actual amount of players there decreases a reasonable amount. The peak times for these servers have login queues ranging from 1 hour-4 hours so square has made the reasonable decision to not open them up even early morning when the servers are quiet.
