I didn’t have it and a lot of builds use it so I kept doing the Vex Strike and I got it on my second event and the first was the Caliban arms.

WELL, in face of all that was said, purplosely nerf (or just being "inconsistent" with) the vex event shows a lot how unrespectful is Bungie with their players.
