Waterskins, buckets, and food items that are supposed to give water aren't increasing my water bar, I've been having to go and drink out of streams. Even items like stews that give food/water will increase food, but not water. I haven't done this particular quest yet, but usually when there's an issue with people complaining about quests for waterskins, it's because the quest expects the waterskin to be completely full, so 4/4 charges, and theirs is not.
