It generally goes by the type of ship. Explorers and surveys (at least most surveys) are energy-focused. Interceptors are kinetic-focused with a little energy. Battleships are a mix of both. The combat log doesn't explicitly tell you but you can test it by using different mitigation officers and looking at the numbers. Picard (C), Beverly and Chen/T'Laan is for Hostiles. When considering wetter Classic PMC/PMT or Picard Crew is better, one has to take various factors in account

Swap him and Chang. Then youve got a crit hit monster team. Gorkon gets you some crits in the early rounds, and turns all crit hits to hull breaches. Kerla (??
