The one time I had it start was with starter fluid but couldn't start it again.Its most likely the IBR actuator. $1200-$1300 part. I took mine out, removed the cover and saw signs of moisture damage on the circuit board but no moisture in it. I cleaned it and put electrical grease all over the board. It could be bad, or a wire between the CPS, and the MPEM/Fuel controller can be bad. BUT... I would probably remove the CPS from the engine, and check it for metal filings. The starter will wear away at the ring gear, and the bits of metal can interfere with the sensor working.
