When in reverse and pull the left steering clutch it turns fine. When you pull the right steering clutch, you have to pull it fairly hard and it bogs the engine and doesn't turn good but it's ...

JD 450B. I have a John Deere 450B Crawler Tractor with a steering problem. The service manual says to use a JD364 Clutch Adjusting Tool to adjust the clutch release levers. I do not know if they are the problem but I have not been able to locate the tool. The local dealer says that John Deere forbids the sale or renting of essential tools.
