Redmane Castle is where you find Radahn. I was following the same questline. From other comments, the castle will be clear after talking to the sorceress who tells you to go kill Radahn. You can go before or after that and the castle will be occupied. Also, I know nothing about the capitol.

Edit: rested at the "Outer Wall Phantom Tree" and it activated the lift. That teleporter just goes into the castle. You don't need it for anything. As for activating it, it's active during the part in Ranni's quest when she wants you to kill Radahn, and it probably also activates if you progress enough in the Radahn Festival quest without Ranni.Note: You can only continue to the events of Redmane Castle after you trigger the Radahn Festival. If the portal near the bridge isn't active, that means the festival is not being held yet and you're still missing the prerequisites. 3. Going to the Altus Plateau at all triggers the world-state to update, emptying out Redmane Castle. At some point, much later in the game, the castle was repopulated, and I could collect the items and fight the boss. I don't know what triggered it, but fighting Radahn and completing the festival was not enough.
