Smim is meant to be high up in your mod list. Its meshes are meant to be overwritten by other texture mods. Skyrim 2018 is just textures, so it depends whether you like the 2018 textures or the SMIM textures better. Neither order should screw up your game, but my personal recommendation would be to overwrite SMIM textures with Pfuscher's.

I used Whimsical for ages because it covered so much but then some of the newer "SMIM's" came out with updated furniture and fixes that Whimsical just didn't have. So I ended up making a Super SMIM'd addon mod that has all the little things I missed in Whimsical (Lanterns, Coin purses, Carts, Pots, etc) so I could have the best of both worlds lol.

Both the regular farmhouse windmill fans and the big Solitude fan have been increased to 1.5x their original size. Requires SMIM because I'm not including the textures and you should already be using it anyway. I also suggest using Katla's Farm Sail Reangled to fix the the fan clipping into the adjacent farmhouse there.

There are pkenty of Youtube videos which compare different mods, but as @LandfillAO said, ultimately you need to try a couple out.
