Even with with multi hit on, there is a limited amount of zombies you can hit at once with said weapon. Many weapons are limited to 2, some bigger one its 3 but rarely more unless modded. 2 isn't that much when you are facing a horde of 50zombies.

I am on Windows 10, and i n any game mode I am unable to push more than one zombie at a time, Survivor mode or Sandbox with multi-hit selected.
