In about a minute the watch will be as bright as it gets. Here is the lume on a Lum-Tec Combat B18 fully charged. The lume will easily last all night.

Dial is very important, that is understandable. Then, especially for vintage watches used to use tritium paint, lume will age and not functional. Signs of yellowing and some might have cracks and missing paints. As ORIS display here (starts from 1:40) they scraped off old paint and re-applied lume on vintage watch hands.

In tritiun tubes, lume is constantly powered (by the radioactive decay of tritium), so they constantly glow in the dark.
