Toyota rav4 not starting no crank.

I have a 2006 I4 Rav. I left work yesterday and tried to start the car. It would crank and crank and crank but not turn over. All other electronics in the car seemed to work, even the faulty(3rd, soon to be 4th!) radio. Take a paper clip and try not to jamb it in - to the TC and CH terminals which are 13 and 4. Turn the ACC on and the dash light will blink. But it never starts and It will not crank with the key. He checked the starter it works and it turns over. He's been testing all electrical circuits for 3days now and nothing. All of the lights work on the dash, radio and everything. There is no security symbol light coming on, and no check engine light on. He is stuck.

Suddenly, it just didn't start so I checked the basic stuff: battery was good, I had good spark, had fuel, didn't find anything wrong. Only code was P1604, which I suppose came up after so many failed attempts to start the car.
